Jim Cloos, Trans European Policy Studies Association

Jim Cloos is presently the Secretary-General of TEPSA (Trans European Policy Studies Association). In his last job before retirement in February he oversaw the Directorate General for General and Institutional Policies in the General Secretariat of the Council of the European Union. Before that he was Director for the Americas, the UN and Counterterrorism and as such worked closely with HR Javier Solana. Between 1995 and 99 he headed the cabinet of the President of the Commission and was the EU Sherpa in the G8. As part of the Luxembourg diplomatic service, he played an active role in the drafting of the Maastricht Treaty. He has written extensively about the EU and its policies.
