Dr. Jennifer M. Welsh, McGill University

Dr. Jennifer M. Welsh is the Canada 150 Research Chair in Global Governance and Security at McGill University. She was previously Professor and Chair in International Relations at the European University Institute (Florence, Italy) and Professor in International Relations at the University of Oxford, where she co-founded the Oxford Institute for Ethics, Law and Armed Conflict. From 2013-2016, she served as the Special Adviser to the UN Secretary General, Ban Ki-moon, on the Responsibility to Protect. 
After receiving a BA (hons) from the University of Saskatchewan, Dr. Welsh became a Rhodes scholar, earning both a Doctorate and Master’s Degree in International Relations at the University of Oxford. She then taught as a Professor of International Relations at the University of Oxford, and served as Co-director of the Oxford Institute for Ethics, Law and Armed Conflict (which she co-founded in 2008). She has also taught at the University of Toronto, McGill University, and the Central European University in Prague. 

Jennifer chaired Panel 3: Democracy and Human Rights and Panel 7.
